Central tenet of the IOC's Games management approach is risk management. The IOC seeks to minimize potential risks while maximizing opportunities through various means including:
• identification of high-risk operational elements • identification of available opportunities for the Games • if the high-risk element is generic to all Games, the IOC may involve itself directly with a view to seeking long-term solutions, particularly through partnerships
• if a high-risk activity is applicable only to a specific Games, typically the organizers will retain responsibility and seek the most appropriate solution; the IOC will monitor the issue, and assist organizers if required
• implementation of project management methods and systems that enable risks and opportunities identification, risks monitoring and opportunities materialization.
